At the 1998 timeline of Japan, Jessica was beyond exhaust. She had used all of her power to create that barrier, therefore keeping Ange’s world untouched. It does not help that Eva-obasan and Yayoi Kise are trying to find Maria and Laharl’s whereabouts.
